The country context is presented based on general and agricultural information on Liberia and the agricultural risks (weather and climate change, food security, biological and environmental, inputs and infrastructure, market and prices, political and institutional are described to shape the country?s risk profile. Concerning policy and institutional environment for risk management in Liberia, the conclusion is that the capacity to implement national policies is limited mainly due to institutional weaknesses, lack of technical capacity and budgetary constraints. Programs and projects in Liberia funded by international agencies, cooperation agencies or NGOs should finance the strengthening of public bodies and the technical capacity of national institutions. The methodology for prioritization is based on three elements:1) the quantitative assessments of frequency, severity and worst scenario for the different agriculture risks; 2) the main constraints identified in Liberia which increase the impact of some agricultural risks and the vulnerability of farmers facing those agricultural risks; and 3) the interrelationships among the different risks.Based on these three elements and using the scoring methodology (section 6) we built the following Table A which shows the prioritization of the agricultural risks in Liberia. | |
